internet explorer runtime shutdown

Windows system telling you that ie - microsoft explorer driver errors on startup and my system will not shutdown until i d removed spysweeper and updated java runtime. Windows 98 cant handle it. I have a p4 with 256 mem, 100gb hd, and 64mb video card, I should be able to play a 30fps flash presentation (not fullscreen) with no trouble. Windows xp security update for internet explorer 7.
